The African Network of National Implementation Structures (ANNIS) brings together the National Implementation Structures of the States Parties to the Addis Convention. Its creation responds to the Convention’s call for structured cooperation between national bodies responsible for the recognition of higher education qualifications.
The Network’s Charter and Guidelines were adopted at the Third Session of the Convention Committee, held in Abuja on 17 November 2025. The Secretariat of ANNIS is hosted by the UNESCO Regional Office for West Africa in Dakar, Senegal.
ANNIS works alongside its sister networks — ENIC-NARIC (Europe), APNNIC (Asia-Pacific) and CINALC (Latin America and the Caribbean) — within the global architecture of UNESCO recognition conventions.
ANNIS operates through three interconnected pillars to strengthen academic recognition across the continent.
Building and sustaining the regional network of National Implementation Structures, facilitating information and documentation exchange among member states.
Sharing best practices and developing the professional capacities of NIS staff to improve recognition processes across Africa.
Contributing to public policies on internationalization, mobility and recognition, aligned with continental frameworks and the AU Continental Education Strategy.
14 States Parties have ratified the Addis Convention and are bound by its implementation at national level. The Convention entered into force on 15 December 2019. Country cards link to national profiles on the UNESCO IESALC Higher Education Policy Observatory.
UNESCO coordinates a global network of recognition conventions covering all world regions. ANNIS operates within this framework, anchored in the Addis Convention.
